On August 28, 2014, the Rockland Community College Board of Trustees passed the following resolution:
WHEREAS, There is a need for Rockland Community College to hire employees on a regular basis; and
WHEREAS, New York State Education Law Section 6306 states “The board of trustees of each community college shall appoint a president for the college, subject to approval by the state university trustees, and it shall appoint or delegate to the president the appointment of other members of the staff”; therefore be it
RESOLVED, That the Rockland Community College Board of Trustees hereby delegates hiring authority up to the level of the Executive Cabinet to the Rockland Community College President without future Board approval.
On August 21, 2023, the Rockland Community College Board of Trustees passed the following resolution:
WHEREAS, New York Codes Rules and Regulations, Title 8, Chapter V, Subchapter D, Part 604.3(b)(4) outlines the Responsibilities and duties of the President of a SUNY community college and states “the president will perform the following duties … formulate and present to the college trustees for their action, recommendations on personnel appointments, promotions, tenure, retention and retrenchment unless this authority has been delegated to the president”; and
WHEREAS, By Resolution 42-2014, the Rockland Community College Board of Trustees delegated hiring authority up to the level of the Executive Cabinet to the RCC President without future Board approval; and
WHEREAS, The RCC Board of Trustees desires to rescind the authority previously delegated to the RCC President in Resolution 42-2014; therefore, be it
RESOLVED, That the Rockland Community College Board of Trustees hereby rescinds Resolution 42-2014; and
RESOLVED, That the Rockland Community College Board of Trustees hereby delegates hiring authority up to the level of Dean and Director to the RCC President without future Board approval; and be it further
RESOLVED, That the Rockland Community College Board of Trustees has the authority to approve the creation of all new employment positions.
